Marilyn Moon, PhD, Senior Fellow at The Urban Institute, has prepared a paper
concerning care for the chronically ill under the traditional fee-for-service
portion of Medicare. The paper, written for the Center for Medicare
Advocacy's March 21, 2002 Medicare Coordinated Care Conference in Washington,
DC, looks at issues involved in the creation of a coordinated care benefit
within the traditional Medicare program. This paper examines hurdles
involved in setting up such a program. One area of focus is the fiscal
realities involved in the creation of a coordinated care benefit.
