In the Spring and Summer of 2003, the Center for Medicare Advocacy presented
two live webcasts regarding Medicare coverage and appeals. The seminars,
titled Medicare Home Health Coverage As A Long-Term Care Benefit
and Medicare Skilled Nursing Facility Coverage and Related Issues,
were sponsored by the Center for Medicare Education. in March of 2004, the
Center for Medicare Advocacy sponsored and presented a third seminar:
The Medicare Act of 2003, and in September of 2005, the
Center presented its most popular seminar yet:
Medicare Part D: Ready or Not, Here it Comes. Each
seminar was presented online, in a slideshow-style format, with real time
commentary, question and answer via conferenced phone lines. Each seminar
brought together hundreds of participants from around the country.
The Spring 2003 seminar, Medicare Home Health Coverage As A
Long-Term Care Benefit, focused on home health care and was presented by Judith
Stein, JD, Executive Director of the Center for Medicare Advocacy, Brad Plebani,
JD, the Center's Deputy Director, and Ellen Lang, RN, MPH, the Center's Advocacy
Coordinator, and herself a home care nurse. This seminar presented
up-to-the-minute coverage rules, as well as practical tips for obtaining
Medicare coverage where appropriate. The presenters also sought to clarify
several commonly accepted myths and confusions about Medicare coverage home care
services, such as the incorrect assumption that leaving home at all precludes
homebound status. The seminar also offered a chance for participants to
ask practical questions from their own experience and get answers from experts.
The summer 2003 seminar, Medicare Skilled Nursing facility
Coverage and Related Issues, focused on skilled nursing facility care. The
faculty was the same. This seminar once again presented tips on coverage, but
also clearly delineated what elders and people with disabilities can and can not
expect from Medicare for nursing home coverage. The presenters also spent
some time on how to ensure that beneficiaries obtain Medicare coverage for the
hospital stay that is necessary for nursing home coverage.
The 2004 Seminar, The Medicare Act of 2003, presented by
Center Executive Director Judith Stein, and attorneys Vicki Gottlich and
Patricia Nemore, gave participants the opportunity to learn about the new
Medicare law from some of the country’s most experienced Medicare lawyers.
Topics included:
• What will the law mean for elders and people with disabilities?
• What will the prescription drug benefit provide?
• What are the particular implications for low-income people?
• What other significant changes does the law make?
The 2005 seminar,
Medicare Part D: Ready or Not, Here it Comes drew our
biggest audience to date. The seminar offered a comprehensible look at the
very complex Medicare prescription program. Topics included the benefits
provided by the prescription drug benefit, how the law affects elders and people
with disabilities, how the law affects nursing home residents, implications for
beneficiaries with low incomes, and penalties and pitfalls to be avoided.
The seminars were a success, as they offered an opportunity to share
information and interact with a broad spectrum of advocates, providers and
others interested in Medicare issues. We will be presenting more in the
