Robert A. Berenson, M.D., Senior Advisor to the Academy for
Health Services Research and Health Policy and Jane Horvath, Deputy Director of
Partnership for Solutions have prepared a paper concerning people with chronic
conditions for The Center for Medicare Advocacy's March 2002 Conference on
Medicare Coordinated Care in Washington DC.
The paper, "The Clinical Characteristics of Medicare
Beneficiaries and Implications for Medicare Reform", provides an analysis of the
Medicare population. By providing a profile of today’s Medicare
beneficiaries, the paper explores whether the changed nature of the Medicare
program population may mean that Medicare's traditional orientation on episodic
care may no longer be sufficient to address some critical needs of the current
population. The paper also addresses some potential long-term and
short-term solutions to this discrepancy.
